She is a dynamic development expert and MERLA thought leader with nearly two decades of experience leading complex evidence-driven social development interventions globally, designing and executing monitoring, evaluation, research, learning, and adaptive management efforts. Deeply committed to championing locally-led solutions that prioritize equity, community ownership, and sustainability. She believe development impact is realized when evidence drives action and when local voices are elevated at every stage of the development journey. With extensive expertise across sectors such as water, agriculture, health, governance, and education, she brings a strategic approach to using evidence to inform programming, drive accountability, and promote sustainability through local solutions and innovations.  

ICT Consultant | Software Developer | Data Systems Architect

Dennis Etuke is a seasoned ICT consultant and software developer with over 20 years of experience in digital solutions design, systems integration, and IT project leadership. A graduate of Computer Science from the University of Benin, he began his career in 1996 and has since built a strong portfolio of enterprise solutions across the education, health, agriculture, and financial sectors. Dennis specializes in automating complex processes, designing bespoke applications, and integrating digital systems for public and private sector clients. As a technical consultant to the FCT Education Secretariat and Department of Economic Planning, Research and Statistics, he pioneered the development of centralized data systems and statistical portals for the Universal Basic Education Board (UBEB) and the Secondary Education Board (SEB), enhancing access to real-time education data in the Federal Capital Territory. His technical leadership extends to projects such as electronic health records systems, farmer databases, project tracking tools, and MIS portals—many of which were custom-built for MDG and SDG programs. Dennis is proficient in multiple programming languages and platforms, including Visual Basic, C#.NET, PHP/MySQL, JavaScript, Python, and Java (Spring Boot/Spring Cloud). His ongoing professional development focuses on advanced Java microservices architecture.

Engr. Elisha Soni is a seasoned water utility expert with over 30 years of high-level experience in water, sanitation, and hygiene (WASH) services across Nigeria. His core technical strengths span water utility governance, infrastructure development, commercialization, and operations—both upstream and downstream. He has led the design and execution of performance improvement plans, cost recovery frameworks, and delegated performance contracts for multiple state water utilities. A specialist in utility financial management, Engr. Soni brings deep expertise in financial modeling, budgeting, tariff setting, billing systems, and customer management strategies that improve operational sustainability, reduce non-revenue water, and support metering expansion. His leadership in donor-funded WASH reform programs is well established. He has served in senior technical roles on World Bank- and AFD-supported initiatives (NUWSRP 1 & 2), was Deputy Chief of Party for USAID’s WASH Coordination Project, Utility Operations Advisor for the USAID-funded EWASH program and Deputy Chief of Party for Lagos E-WASH project. Renowned for his strategic approach to target setting, performance tracking, and institutional strengthening, Engr. Soni has consistently led multidisciplinary teams to achieve measurable service delivery improvements and expand equitable WASH access. He is a Fellow of the Institute of Management Consultants and a recipient of the 2015 Nigerian Merit Gold Award for Productivity. 

Public Health & Development Program Manager | Gender & Social Inclusion Specialist

Mary is an experienced public health and development professional with a strong track record of managing large-scale, donor-funded programs across Nigeria. With expertise spanning life skills education, adolescent and reproductive health, family planning, maternal and child health, HIV/AIDS, malaria prevention, WASH, gender equity, and peacebuilding, she has successfully led multi-sectoral initiatives in collaboration with government agencies, communities, and private sector partners. She has served in senior leadership roles—including State and Zonal Program Manager and Team Lead—on complex projects funded by USAID, UK Aid (DFID), MacArthur Foundation, Global Fund, and the Bill & Melinda Gates Foundation. Notably, she provided strategic oversight on an eight-partner consortium program focused on health systems strengthening and capacity development, working alongside organizations such as Population Services International, Crown Agents, Society for Family Health, ActionAid, Options Consultancy, and the Government of Nigeria. As a Gender, Equity, and Social Inclusion (GESI) Specialist on USAID’s Effective Water, Sanitation and Hygiene Services (E-WASH) project, Mary led advocacy and institutional change efforts that resulted in the establishment of Gender Units and the appointment of Gender Focal Persons across all participating state water corporations. Her work is grounded in deep community engagement, stakeholder coordination, and demand creation strategies that ensure sustainability and local ownership of interventions.

Bola holds a PhD in Finance from the University of Hull, United Kingdom, after completing an MSc in Financial Management and BA in Business and Marketing. She began her career with the Nigerian Air Force as Finance Personnel and worked in a variety of roles over nearly two decades. Bola brings extensive experience in SME Finance, Personal Finance, Corporate Finance and Accounting. She also has substantial experience in Business Analysis, Human Capacity Building and Training, in addition to significant Research and Leadership experiences both in the UK and overseas. Bola currently holds a senior academic role in a prestigious university in the United Kingdom, a member of the British Accounting and Finance Association (BAFA) and British Academy of Management (BAM)
